If you are getting your surgery in March (meaning 1 week from now), then you will need to contact your surgeon to help you figure out what's going on BEFORE your surgery.

It's not common for chin implants to become so painful out of the blue, so it's reasonable to be concerned. If you have no fever, it's not an emergency, but I would recommend you seek another board-certified plastic surgeon in your area and visit them. If you can't, visiting the hospital ER is a reasonable last option, since most ERs can at least call someone in to look at things or make arrangements for referring you where you would be taken care of.

I'm 23 years old 5'9 and I wear a 38 H bra. I want to go to at least a C cup. My question is how much would a surgeon be able to remove from my breast with one surgery and would it be covered?

It's impossible to answer your question without measuring and examining your breasts (I'm afraid cup sizes are not how surgeons measure breasts, since they are not accurate or reproducible). Based on your information, it's quite likely you would be covered if you meet your insurance plan's criteria (which include more than just breast size).
